The Public Procurement Act – What Does It Mean?
Public procurement (LOU and LUF) refers to the actions taken by a contracting authority to award a contract or enter into a framework agreement concerning goods, services, or construction works. To ensure public procurement is conducted as efficiently as possible and to promote well-functioning markets, it is regulated by law.
The Purpose of Public Procurement
The laws aim primarily to give all suppliers the opportunity to offer their goods and services to the public sector on equal terms. Additionally, the contracting authority should make the best use of market competition.
